What New Jersey E-bike Insurance Covers

The policy is all-risk, meaning anything not specifically excluded is covered. The bike is insured at stated value with no depreciation, so a total loss pays the value you insured it for, subject to the deductible. Class 1, Class 2, and Class 3 e-bikes are covered like any other bicycle.

Theft

At home with signs of forcible entry, or away from home locked to an immovable object with an appropriate security device, subject to the policy's locking conditions.

Core policy

Crash and accidental damage

A crash on the road or the trail, a drop in the garage, a cracked carbon frame. Fault does not affect the claim.

Core policy

Transit loss or damage

On a car rack, in a pickup bed, checked with an airline, or shipped by courier. Airline liability for sporting equipment is thin; this is not.

Core policy

Liability

Pays to defend a covered lawsuit and pays covered settlements or judgments if you injure someone or damage their property. Limits from $25,000 to $500,000.

Optional, elect before the accident

Medical gap

Reimburses your out-of-pocket medical costs, such as the deductible, copays, and co-insurance, after your health plan pays its share.

Optional, elect before the accident

Uninsured motorist

Covers losses beyond medical bills, such as lost wages, when the driver who hit you cannot pay.

Optional, elect before the accident

Also available: racing coverage for competitive use, with entry fee reimbursement up to $500, and worldwide coverage as an add-on to an active policy. Commercial use, such as delivery or courier work, suspends coverage; cosmetic damage and wear and tear are excluded.

New Jersey E-bike Law at a Glance

New Jersey abandoned the three-class framework on January 19, 2026 under New Jersey S4834 and now treats e-bikes like motor vehicles: a license, registration, insurance, and a helmet for every rider, with a July 19, 2026 compliance deadline that has since passed. Nothing in the country is stricter.

Driver license

Required

A valid driver license, or an e-bike license from the NJMVC after knowledge, vision, and road tests and a 45-day practice period.

Registration

Required

Every e-bike is registered with the NJMVC; bring ID and proof of ownership (MCO, bill of sale, or an owner affidavit). Registered bikes display two plate stickers on the front fork.

Insurance

Required

Liability coverage of $15,000 per person, $30,000 per accident, and $5,000 property damage, with the insurance card carried while riding.

Minimum age

15 years

Under 15 may not operate an e-bike at all; 15- and 16-year-olds ride on an e-bike license or permit.

Helmet

All riders

Mandatory at every age under New Jersey S4834.

Why New Jersey Riders Insure Their E-bikes

It is the law since January 19, 2026. New Jersey S4834 regulates e-bikes like motor vehicles: a license, registration, insurance, and a helmet for every rider, with a July 19, 2026 compliance deadline. Insurance is the first step, because registration needs proof of it.

The minimum is $15,000/$30,000/$5,000. Bodily injury per person, per accident, and property damage. A Velosurance liability limit of $35,000 meets it; limits run up to $500,000 for riders who want more between a lawsuit and their savings.

The mandate stops at liability. Nothing in the law pays you when the bike is stolen or wrecked. The core policy covers theft, crash damage, and transit loss at the value you insured the bike for, subject to the deductible.

What are the e-bike laws in New Jersey?

New Jersey rewrote its e-bike law on January 19, 2026 with New Jersey S4834, dropping the three-class bicycle treatment for motor-vehicle-style rules: a license, registration, insurance, and a helmet for every rider, and a minimum age of 15. The grace period ended July 19, 2026, and the NJMVC has issued e-bike licenses and registrations since June 26, 2026.

How are Class 1, Class 2, and Class 3 e-bikes defined in New Jersey?

Class 1 is a low-speed electric bicycle with pedals and no throttle, where the motor assists only while pedaling and stops at 20 mph. Class 2 is a motorized bicycle with throttle assist, capable of assisted speeds up to 20 mph with pedals or throttle. Class 3 is a motorized bicycle: a pedal bicycle that is throttle-capable of assisted speeds up to 28 mph with pedals or throttle. All three must be registered and insured, and every rider needs a license.

How do I get an e-bike license in New Jersey?

A valid driver license already covers you. Without one, the NJMVC route is: be at least 15, book an e-bike permit appointment, pass the knowledge and vision tests, practice unsupervised in daylight for 45 days, pass a road test, and pick up the license at a licensing center. Riders under 18 bring a completed parent consent form unless a parent attends, and the NJMVC waives exam, registration, and licensing fees until January 19, 2027.

How do I register an e-bike in New Jersey?

Registration takes one visit to an NJMVC Vehicle Center: complete form BA-49EB, show ID, show proof of insurance, and show proof of ownership, which can be a Manufacturer's Certificate of Origin, a purchase receipt, a notarized bill of sale, or an owner's affidavit set out on the registration form. You leave with two license plate stickers for both sides of the front fork.
